Established by the UN General Assembly in 2006, the Universal Periodic Review (UPR) is a unique process for evaluating the human rights records of all UN Member States. Its goal is to enhance global human rights by assessing state compliance with international obligations and facilitating dialogue. The UPR encourages the promotion and protection of human rights in every country, allowing Member States to report on their efforts and receive informed recommendations for continuous improvement.
The UPR reviews are conducted by the UPR Working Group, consisting of 47 Council members, although any UN Member State can participate in discussions. Each review is supported by three States, known as “troikas,” who serve as rapporteurs. The reviews are based on the State’s national report, as well as input from independent human rights experts, human rights treaty bodies, and contributions from national human rights institutions and NGOs.
Currently, the UPR is in its fourth cycle, ongoing since 2022. To learn more about upcoming deadlines, reviews, meetings, events, and resources, visit their website.
